A tear-off removes the existing roofing system down to the deck before the new system is installed. A recover installs the new membrane over the existing system without removal. Recover is viable when the existing roof is dry, structurally sound, and has only one layer on the building — it saves significant labor and disposal costs. If insulation is wet, the deck is compromised, or two layers already exist, tear-off is the only legitimate option. Installing a new roof over wet insulation is one of the most expensive mistakes a building owner can make.
There is no universal best system — there is the right system for your building. TPO is the dominant choice for most low-slope commercial buildings: cost-effective, energy-efficient, and heat-welded into a monolithic waterproofing plane. PVC is better suited for buildings exposed to grease or chemical exhaust — such as restaurants and food processing plants. Modified bitumen is the right call for high-traffic roofs. Metal lasts a long time, so it makes the most sense where longevity outweighs the upfront cost.
